The basic rights of people with disabilities are defined in several laws and regulations including the Republic of Armenia Constitution and laws:
- "On Social Protection of People with Disabilities in the Republic of Armenia,"
- "On State Provision of Pensions for Citizens of RoA,"
- "On Education of Persons with Special Educational Needs,"
as well as several other laws, regulations and legal acts.
Article 14.1 of the Constitution stipulates that "Everyone shall be equal before the law. Any discrimination based on any ground such as <…> disability, age or other personal or social circumstances shall be prohibited."
Article 3 of the Law on the Social Protection of People with Disabilities in the Republic of Armenia provides, "People with disabilities have the same rights, freedoms and obligations as other persons."
The provisions of the Law on Social Protection of People with Disabilities in the Republic of Armenia include rehabilitation, education, professional study, guaranties of labor rights, accessible environment and social care.
Legal relations within the above mentioned fields are regulated in detail by various laws and by-laws. In particular they contain regulations on the mechanisms, conditions and order of the exercise of each right.
For instance, the legal basis for assigning or refusing the status of "a person with disability" by Medico-Social Expert Commissions (MSECs) is the Republic of Armenia Government Decision No 780-N of June 13, 2003 "On the Approval of Classifiers and Criteria of Disability Groups Determination during Medico-Social Expertise."
